If I was you. I would at least start taking Minoxidil and try out finasteride for a month see how you feel, then take it from their. I don't really see the difference going to a doctor will make apart from confirm your own views, unless you want them to prescribe the finasteride for you depending on your age ?

Most of the time a person can tell when their hair fall is more than what is should be, if you notice a difference with hair loss then go for it, your at such an early stage for me it's too hard to tell if you are or aren't thinning. Try it for a month and see how you feel.

I've had to cut down on my finasteride intake amount to 0.5mg with the current finasteride I bought, the previous finasteride at 1mg I had no problems with for over 1 month, with this new finasteride I've only been using for about 2 weeks now as well.
