Does anyone know whether RU58841 is a "controlled substance" in the UK? and it's legality to import from overseas to the UK?

Do you reckon it would be best to leave the package or try to declare it through the UK gov border force process that they've put on the letter?

I live in the UK. I wanted to tackle hairloss so I ordered RU58841 on alibaba. I then received a letter through the post saying that it had been seized. The poster of the RU58841 labelled the item as something else. I'm not quite sure what to do as RU58841 is legal? Should I just leave it or...
