It depends on the person, but imo generally it is better to have facial hair (not necessarily a wizard beard or something like that) when you are bald, since you can look bland or weird or sometimes in worst case scenario sickly if you are bald and clean shaven. Beard helps to frame the face as well when you don't have a hairline anymore. If you have a big head having a decent beard can help to balance that out too. Facial hair also often makes you look older so that the baldness looks more normal, and it can also hide or at least downplay ill-fitting facial features for the bald look that may become more emphasized when you are bald. Facial features, skin color, head size etc factor in on how necessary a beard is when bald, but having at least some stubble I think looks better than clean shaven in the majority of cases.

To be honest I just don't think I have the balls to go ahead with it although I think they look absolutely mint !! My nephew who is seriously balding and only 21 years old is really considering getting one for himself so I'll see how it looks on him first .
I've actually rocked the bald look by choice on and off for the past 15 years so I'm comfortable with the look but now that I'm actually losing my hair it kinda sucks not having the choice of being able to grow out a nice full head of hair when ever I want.

I was supposed to be NW6 by now and had 3 transplants and now I pass as NW1.5 with some crown thinning
And my hair looks better than most guys my age
Even guys with no hair loss because they tend to keep it buzzed or short
I let it grow out and comb it up and to the side with my hairline fully exposed and it looks incredible
I was really against the idea when I first seen them but I slowly came around to it and I think they look brilliant on and wouldn't judge any man who chooses to wear one !! Have you wore one yourself ?
