Do follicles actually die? If so, how long does it take for them to die?

Hair follicles don't really "die" per se, they shrink. They shrink and the hair it pushes out becomes skinnier and skinnier until you just can't see it anymore. The hair then becomes that transparent "peach fuzz" look, or the follicle just goes dormant. The longer the follicle stays dormant the harder it is to revive.
