Hairline Receding, male pattern baldness Or Mature Hairline?

I am a 21 year old Male. I have noticed recession of my temples. There are also a few miniaturized hairs. I tend to also have an itchy scalp sometimes. Just wondering if this is a mature hairline or baldness that I should start treating.
