How to make 15% minoxidil?

I have spent some time trying to make my own 15% minoxidlil. I bought some minoxidil powder and azelaic acid and added them to Kirkland Minoxidil 5%,and shook it for half an hour . It does no seems to dissolve. Can anyone help?
