minoxidil 2% or 5%

Is there much of a difference? Would 2% be enough or is 5% the only way to go? I asked because in the country I live, there is 2% available but to get 5% I would have to order it at home and get it couriered here 1) may be difficult as it is a flammable material and 2) will be expensive.
