I say one vote per person, instant run off election.

Condorcet is nice too, except someone might rank a stranger higher than an opponent, and then we get a mystery president. IRV eliminates the small ones first, so we only end up with people most know about.

IRV will pick the Condorcet winner about 2/3 of the time, as long as the Condorcet winner can just get a bit more votes than one of the extremes.

The reason a simple abolishment would never pass 3/4 of the states is many of them are smaller than average. Half to be exact.

I say we put two parts to the bill:


28th Amendment:

i) Every state will get a number of house representatives proportional to the number of citizens in their state who may vote for the respresentatives, plus 2. The total number of citizens who may vote for representatives in the state, shall be divided by the total number of united states citizens who may vote in the for house representatives, and that quotient shall be multiplied by 350. That product for each state shall then be rounded to the nearset whole number, and that number shall then be added to 2. The sum shall be the number of representatives the state has. Each state shall pick a voting method that approximately provide proportional representation of its voters in the house.

ii) The president is elected directly by all people in the US, without districts or states using winner takes all. The president shall be elected with the instant runoff method, where voters rank the candidates in order of preference once. Ballots shall be recorded in every precint, by multiple groups, some of whom meet the local standards and some who meet state standards. The precint results shall be sent to many reporters and posted on the internet. Then the runoff shall be done on the national level as a whole, with the candidate with the fewest votes eliminated each round.
