Someone (UK) must be able to prescribe Proscar at cost

I went to my GP today and explained why i wanted Finastride 5Mg (Proscar) he was very impressed with my pitch but felt the need to consult with the head physician, after about 10 minutes he came back and told me that their insurance wouldn't cover them, I told him i would sign a waiver etc. but he was having none of it.

He then offered me a Propecia prescription (declined) and said a private Dermatologist may be able to prescribe it for me?

so I was wondering if there is anywhere in the Uk that can just give a written prescription for Proscar, where you do not have to get the actual drug from them?

or if any local GP or Dermatologist would be able to prescribe it (preferably in the Surrey area)

I have seen the Dr Ashcroft stuff, and i'm sure he is offering some of you a great service but i would like to try and get this at cost from the Pharmacy if possible.

also i was wondering what (if any) is the difference between Finastride 5mg and Proscar 5mg?

just that both are available on boots website (prescription only) but the price difference is marked with Finastride being only £15 for 90 tablets...
