May i know whats the best time to take vitamins supplements, morning or evening time before bed ?

whenever it's most convenient.....It also depends on what your taking and for what reasons. Some supplements need to be taken a few times a day and some need to be taken with food and some without. I take supplements throughout the day.
If you're just doing a multi-vitamin take it whenever, as long as it's with food. Just be consistant with the time you take it.

Like BadHairDecade said, it really doesn't matter what time that you take the supplements. I guess, if you would prefer a "better" time to take them then take them in the AM if you're metabolism runs best in the day but if it does it's thing better in the PM then take them at night. I don't know but it seems that you want to take them when your body can best absorb them.

You should take your multivitamin with a meal. Some vitamins are water soluble, but others are more soluble in fats, thus better absorbed with food.
