I think if they are going through a Phase III trial, you might as well just wait. It shouldn't take that long.
If they do have a Phase III trial, for one that is an indication that they think HM works well, and is ready to be tested on a much larger number of people than the 20 participants of the current Phase II trials.
But I would say that if they are going to go have Phase III trials, then there really is no "safe" place to get it done, because the "final" results aren't in yet.
Remember, this process belongs to the company Intercytex. I don't think other places will know what they are doing. The benefit of them owning it is that they can reap the benefits when it comes out, which is a hugh incentive for them to get it working in the first place. The downside is, of course, that they are the ones that hold the patent on the technology, so you really can't trust anybody else who might claim that they can offer the same procedure as Intercytex.
Just my opinion. Hold tight until this time next year, and we'll know a lot more. It's fun to speculate, though. I already made a promise to myself that is this comes out, I'm going to pay for my cousin, who is poor and WAY bald and unhappy, to have the procedure done. Best give that I can think of. =)
