I have small hairs appearing on my crown (feels like sandpaper) wondering if anyone else has had this? are they dying or is it regrowth?

Looking for some more advice about the "feeling/feelings" of balding. I have now cut my hair short in an attempt to cut down the weird feelings I'm getting around the crown of my head as they are pyhsically driving me insane. Are these feelings normal in the balding process?
