It's worth trying Minoxidil. Thinning hair (as opposed to recession) is where it works best. Yes, it might lose its effectiveness in time, but the same can be said of Finasteride

I would just stop applying it to your crown. You aren't going to cause any problems by stopping it.

About a Norwood 3. I'm guessing the frontal area is thinning. You could be a Norwood 3A if you aren't thinning at the crown. It's too soon to see buzzing it as a necessity, but it doesn't harm to try it.
