Do these have to be washed out before application of topicals. Mainly after responses regarding Toppik??

Forgot to add that on its little brochure it lists the ingrediants as; 'contains the active ingredient minoxidil. Also contains propylene glycol, water and ethanol' just wondering if that's the same as what Regaine/Rogaine is?
