Sure you could get a transplant, buy all the experimental stuff, and anything better in the future you could easily afford to use for life. Not to mention you could afford to help donate money to fund research to help it go faster depending on how much money you had. I guess the answer is right now no money cant buy you all your hair back, but the money opens the door to more possibilities in the future. Also gives you the chance to try everything you can right now to keep it.
A billion dollars would let you make major contributions to hair loss research which I suspect is kind of an underfunded area considering it is just a cosmetic thing.
