Finasteride only allows minaturized hairs to reverse minaturization, through it's antiandrogenetic properties.
Hair follicles can lie dormant for years before apoptosis occurs. Taking finasteride can regrow hair. I know, because it did for me.
Those hair follicles would have returned anyway without Finasteride. So by definition it was not Finasteride that regrew those hairs. As I said earlier
Finasteride will not regrow hair where no hair is present.
And, hair follicles will not remain dormant (or more accurately stated in Tellogen Phase) for that duration of time (years). If you believe otherwise please provide a reference to demonstrate that the Tellogen phase can last for years.
