I'd say Norwood 2 in my opinion, with thickness slightly diminished overall. The answer to "best solution" is tricky, because all the treatments are a compromise.

Finasteride will lower your DHT and most likely maintain what you have with a chance of restoration, but has known side effects on libido
Minoxidil can revive hair at the application sites, but know with full certainty that minoxidil-revived hair will fall out if you stop the treatment, and it can cause puffy face/dark eye circles
Dermapens have documented results behind them, the only real downside here is the pain from using it and making sure you keep it clean, unlike minoxidil these new hair are pseudo permanent (still vulnerable to DHT, but not reliant on the dermapen after they grown in)

I would recommend IN MY OPINION definitely begin dermapenning (rollers rip too much) and consider finasteride (you never know for sure if you will get side effects unless you try it, but you can get a bloodtest that can reveal your current DHT/Test/Estro levels.)

If you do decide to take finasteride, maintain a positive mindset and try not to allow yourself to be psyched out. Anecdotally speaking, being anxious about side effects on finasteride seems to exacerbate their presence

Everyone's hair loss is different, some people recede then stabilize at a certain point for years if not decades, other keep suffering loss until norwood 6/7. But if you are at the point you are posting here it clearly bothers you. It's easier to keep hair than regrow it my friend, and for that reason I do recommend considering taking some steps to keep you have and regrow what you can.

For reference I am 25 and have a norwood 3 if that matters to you.

I believe the right side looks worse when the hair is not wet

I have attached photos on the post, would you still say I’m Norwood 2? Thanks a lot for the advice and help appreciate it

I would still say norwood 2. I would recommend deciding soon if your hair is important enough to you to start treatment, or if you're willing to "let it ride" and see your hair genetic destiny play out naturally.

Its hard to say how agressive it is without seeing how it was last year. When I was in your situation I didnt even consider finasteride as an option for the future but in general no, i dont think your hair is bad for 21 years old.
