Good looking people + good hair > good looking people + shaved head....99.9% of the time
The Rock has always had a shitty hairline, so yeah, he looks better with a shaved head. However, if it was possible to give The Rock a good head of hair then he would look even better.

Yeah. He does look better bald. It's coz he's got such unusual features.

he has dark, very masculine features in the face. I think the shaved head look really accentuates that
IMO - that's the key - the darker and more masculine the face is, the more likely the shaved head looks really good

The best looking people who come to my mind and can rock a shaved head are all light skinned e.g. Statham, Beckham, McGregor, Tom Hardy, Zidane, Llungberg

zidane is olive skinned, none of those others can pull off the shaved head look anywhere near as good as guys like the Rock and Michael Demello (the italian muscular dude posted above yours)
blacks and hispanics are also much better than white people generally speaking with the shaved head

Llungberg has very very masculine facial features + certain pretty boy features. Ideal balance there
But as a general rule - look at your average 100 white baldies, 100 latino and 100 black baldies. Latinos and Blacks will be much better with the shaved head

Somebody posted a pic of Tom Cruise with shaved head and i thought he looked quite good
But cruise needs about 40 lbs of muscle and beard to really look good with the shaved head.

What you really need is a symmetrical and ideal headshape that isn't too small or too big relative to the face. That's why strong facial features are important, they create the balance between the head and the face. That's truly all you need to be decent looking while bald. This doesn't mean you will be hot like the rock, but you won't look subhuman and the lack of hair won't impact your looks as much.
