EU bans products that have been tested on animals

So the EU is banning cosmetic products from the market that have been tested on animals. Does that mean "bye-bye, 1 mg finasteride!"? And perhaps also minoxidil?

What make you think so? There are several human studies of those products. And certanly no oral finastride animal studies.
