It functions as a penetrating agent to enable the minoxidil to get past the skin barrier and into the hair follicles.
If you are sure it is the alcohol iritating you and not the PPG you might want to look at the lipoxidil site. They have brought out a new alcohol free minoxidil which uses liposomes for penetration.

Yes as a penetration element, and also helps kill any sh*t that might get into the bottle from using the dropper.
I mean if you have gel or some other stuff in your hair and you keep dipping it in and out, you can imagine some of the stuff will get into the mix.
