How do you tell loss from new growth

When I part my hair down the middle, I have quite a few tiny short hairs not a surgically treated area). How can one tell if this is an area of certain future loss or if this is new growth? They are finer that my other hair, but I am unsure if new growth starts out fine or not. I am also unsure how much (meaning number of short hairs) would be normal. If you were to just look at me you would probably say that I am not a balding person, but these tiny hairs concern me. I am 35 and on finasteride and minoxidil. Any thoughts?

I spray dry shampoo on scalp and it puts a white coat on hair and you can tell new regrowth.
