How Long Does It Take For Vellus Hairs To Turn To Terminal Hairs? And Is There Any Way To Fasten It

I had some vitamin deficiency, now that its cured i have some small dull hairs on my hairline, how long will they take to go terminal, and i see some very weak, dull and curled hairs when i run my hand through my head, is it normal?

There's no guarantee they will. I have a bunch of bum fluff in my NW2 region that still hasn't turned terminal after finasteride and Rogaine for over a year. Maybe it will if it was just a vitamin deficiency.
