Instructions for simplest possible 5% spironolactone lactone or finasteride 5ml liquid solution:
Mix the following:
50% ethyl alcohol 96%
30% propylene gylcol
20% water
500mg crushed spirolactone or finasteride tablets (5 x 50mg)

Same as above but add a 25g base cream.
I would recommend cetaphil but any of these will do:
Mantle cream, Almay emulsion cream, Cetaphil, Dermabase, Dermavan, hydrophilic ointment, Keri cream, Lubriderm cream, Multibase cream, Neobase cream, Unibase cream, Vanibase cream and Wibi

Important notes:
1) Additionally apply emu oil in area requiring treatment before applying solution or cream to increase efficacy, it will help the finasteride or spirolactone penetrate the skin. It helps with skin cell proliferation.

2 If you want to make a 50ml solution of the above mentioned 5ml solution, then add 5000mg or finasteride or spirolactone
3) Why 5%? Because topical solutions (as opposed to oral) take higher dosages to have an effect.
4) The tablets contains HARMLESS insoluble filler product that appears to be insoluble, so this will remain in the solution. You can filter this out if you wish, but its OK to leave it.
5) Apply the liquid solution with a dropper (the tool they use in eye drops and for iodine)
6) All the above can be purchased on ebay and amazon easily
Interesting Side Note (Creating "Minxoidil 5% + Finasteride or Spirolactone"):
Kirkland minoxidil has Ethyl Alcohol, 30% v/v, propylene glycol, 50% v/v, purified water. Source: http://www.anagen.net/minoxin.htm
Finasteride and Spirolactone are both DHT blockers (by inhibiting 5α-Reductase), both dissolve in ethyl alcohol. This means you can add 1 of them (adding both is useless) to Kirkland Minoxidil and create "minxodil 5% + low concentration of finasteride or spirolactane". Kirkland Minoxidil is 60ml so you will need to add 6000mg of crushed spirolactone or finasteride to get "5% minoxidil + 5% finasteride or spirolactone". I recommend at most adding 600mg, to get "5% minoxidil + 0.5% finasteride or spirolactone"

Spirolactone is more useful for woman than men. Finasteride is more useful for men.
