You can't determine someone's Norwood status by measuring how high their hairline is. You have to see it in relation to the skull shape. I think it would look weird if you moved his hairline to a more average height, because then he would have hair growth too far down on his forehead.

High foreheads like that are particularly common in Nordic people. I looked at some childhood pictures of me and my forehead wasn't much smaller than that.

He's had a hair transplant he's even got a big strip scar at the back and despite having a tattoo over it its still obvious. Look at pics of him 10 yrs ago and his hairline is about 1.5cm further back.
