I asked my Doctor about it and he said the same thing .25ml of 5% wont be less %, it will be still 5% of minoxidil.

He is mistaken,it depends of baldness area and amount of minoxidil.

It depends on thickness of minoxidil layer therefore it depends on baldness area and minoxidil quantity.
