I just wanted to know what you guys think would be the best way to first approach.

Not good, definitely balding, my hairline was the same at 20 and got worse until 23 when I decided to take the plunge and start fighting it, since then the loss has been minimal.

if you are 18+ then I would suggest for you to use propecia or finasteride

I am 21, if I take action now do you think I could stall it for a while and if so how long can it usually be stalled for? or maybe even regrow a bit.

Asses the results for 6 months.
If more regrowth is needed, throw in rogaine foam
