I actually ordered that value pack recently. All I received (yesterday) was the shampoo. No Prox-N. I emailed the seller to see if they planned on sending the Prox-N separately. We'll see how that turns out.
Usually, when it's on amazon, I'm fairly confident that if the product doesn't match the description I'll receive some sort of refund. I recently ordered some flax seed oil and the nutrition info on the description was different than that on the bottle. I pointed this out to the seller, not expecting anything other than maybe them fixing the product description. I got a full refund the next day. Hopefully something like that happens with this. If not, I'm only out 18 bucks, so no big deal.
And I did get the shampoo, although apparently it's the "light" version. I compared the bottle to the bottle I got directly from drproctor.com, and I couldn't see any difference. Pretty lame if it is really "nano light".
