Simple Question...

I have noticed that some of the hair that falls outta my scalp has at the end some dried up oil gunk. It's right at the base of the hair, what is the deal with this and how can i stop it from happening?

But Im not talking about the little white bulb that hairs have on the end of them.

This is like some kind of oil (sebum?) that has dried up into a ball 'around' the base of the hair.

How do it stop this from happening?

I'm pretty sure it's flakey skin.
