I have never ever heard a girl make a comment addressing a receeded hairline when talking about a guy.
I´ve been very conscious about hair since I was 19, and I´ve always been surprised on how girls seem unable to certify something as "balding" unless it´s a NW5+ thinning case, and even then, if they guy wears his hair buzzed they talk about a "short cut".
You can say it could be that girls want to be nice around the matter, but even when talking about a guy they dislike profoundly, they seem unable to attack a NW3.
It reminds of myself, when I was a child or a teenager, I´ve never thought of someone as bald or balding, unless it would be a NW6.
Hair was just there, more or less, but it was unobvious to me.
It´s curious how obssessions can change perceptions. Now I assume that hair is a main feature that can change ones appearance in the most dramatical way. I guess is the very first thing I perceive of a guy. If I would be into big noses or weak jaws or small mouths I bet I would be looking people in a more different way.

Maybe, but maybe girls are also one-feature-seekers, one obsessed with eyes, another obsessed with mouth... so they perceive a guy in the way they are used to perceive people. If he has very nice eyes, and they´re girls who like nice eyes, they´ll fade away another features for the one they like most (for whatever reason).
And also is the thing of relating things visually to familiar images every ones brain has inside and their associated feelings. If you look like Jude Law, your receeding hairline (that for you is a disaster that is cracking your life) for her is a reminder of the original and that means "nice" to her, and her pussy starts watering.
Picasso once painted a portrait of a woman, and someone who was watching said "that doesn´t look like her", and Picasso answered "well, SHE will (start to look like my painting)". I don´t know if I´m explaining myself, but just get the point: image is not by itself, is also the one who looks at it, that is contributing in the "making" of it.
In my opinion, that´s why beauty standars vary from to time, and from place to place.
So "receeded hairline" is not universally bad, so don´t go and kill yourself yet. Maybe there are girls who actually love it.
