In China， someone claime they have the third generation Minoxidil：Minoxidil gel ，they say it is better than the traditional Minoxidil。

Probably depends on what the gel is made of. If it offers superior delivery then it should work better.
I think the foam is a horrible vehicle for minoxidil, but its not greasy and makes styling hair easier than the liquid

It probably is better. That wouldn't surprise me, although Minoxidil has to penetrate the hair follicle.
