So long Hair

OK, listen. I'm a 24-year-old Irishman and am currently a Norwood.2.5 (and counting). Back in August, I went to a clinic here in Dublin. A very good and extreamly expensive clinic. The derm I went to see is one of the most popular hair transplant surgeons in the country. Probably the best (I won't give his name, just in case I get sued or somethin). I really thought I was in good hands.
To my surprise, he told me I have nothing more than a mature hairline. I didn't need finasteride or anything. He just said "Get on with your life". It sounded too good to be true but I chose to believe him. I was over the moon.
3 months later, I noticed that my hairline had definitely receded more, so I went back to him, hoping to maybe start a course of finasteride. He told me no again, that it was still just a mature hairline and refused to put me on finasteride. Again, I beleived him and skipped home with a smile on my face.
Now, today, I just got my hair cut very short and I can tell you- My hairline is fuckin STILL receding. It looks worse than EVER. I'm in and around the Heath Ledger mark and I am not happy.
What should I do? Go back to this guy or get a second opinion? Replies would be appreciated.
