What is the deal with the whole "white bulb" ?

So i've been reading alot of different things about this whole "white bulb" at the end of the hair (root).
Some say if you've got that thing going on, you're probably going through Telogen Effluvium . Some say that its the opposite. When you see that, its probably male pattern baldness. Its confusing me

I thought the white bulb thing was normal although some shedded hair have it while others do not.

i really don't know much about it. but my gut feeling says that whether or not you see the white bulbs on your fallen hair...well, it's not gonna really tell you much about your male pattern baldness (if you're even going through male pattern baldness)

Are you implying that if you have the white bulb in your hairs you are not going to regrow it?
