First try getting your GP to prescribe you it. If (s)he is not willing to, you could try going to a walk-in clinic and see if you can get a prescription there. If this fails, you could try seeing a hair transplant doctor to get a prescription. They would most likely be happy to prescribe it. The waiting time might be a few months though.
Unfortunately it is not possible for Canadians to get it online from India as a last resort, as Canada has very strict drug importation laws and virtually no overseas pharmacy would attempt to ship to Canada. Your only option is to get it domestically.
