There is nothing to defend. One was a statement the other was a question. They are not the same.
Quite obviously asking a question gave him the opportunity to respond intelligently, unlike he did with the "just" look out the window..
You challenged me with it and I responded factually. He could have, but didn't do the same.

The context determines whether or not a word is used as filler. Does it change the meaning?

The definition of fill is to occupy space. When the word is used in the beginning of the sentence, it is not unnecessarily placed between a beginning and end.. which is space....as a filler word is.
The correct response would have been, no.... it is not a filler word as it does change the context of the sentence and it is not between a start and end point filling space. This is how it changes the meaning: xyz.
