I thought you had your dictionary out..... But I'll educate you again. The definition of fill is to occupy space. When the word is used in the beginning of the sentence it is not between a beginning and end which is space.

I ASKED if he was using it as a filler word.

Regarding just looking out the window I STATED that it was a filler word.

You're equating a question to a statement. Two completely different things.

You're also equating a leading word with a filler ... Is too completely different things.
Also, one changes the statement the other does not.

The correct response would have been, no.... it is not a filler word as it does change the context of the sentence and it is not between a start and end point filling space. This is how it changes the meaning: xyz.
