Those boots are commonly worn as an extra floatation device. Once a novice female diver has completed her dive it's been discovered that shiny black knee high boots can really help to bring the female diver back up to the surface.

Male diver usually float back up without assistance.

I actually read in the comments section of that pool photo shoot that people think she's actually trolling the internet, in particular when it came to wearing super high wedged denim shorts a day after she got a lot of "abuse" about her high shorts.

Maybe I should really go read a book or something.
