I think it's probably wiser to keep ordering small quantities more frequently for now. I've ordered 2-3 months supply over the last 6 months without issues. I did panic a bit over my last order as it took about a month to come.

Put on only few drops on the temple areas you're worried about - not the whole 1ml as this will be too much. Take regular pictures of the rest of your hair incase you need apply to other areas in the future.

Rogaine can work anywhere you apply it. It certainly slowed the progression of recession for me so I would say give it a try, so long as you are happy to stay on it permanently. By the way, you may want to apply it just once a day initially to see if its enough to maintain.

I use to get home from work and dunk my hair under the water tap. Any tap - bath, bathroom sink. So no shampoo, just rinse hair under water for few seconds ready for second application of minoxidil just before getting into bed.
